About 6 months ago Dr. Chief Christopher Spruell found this little tidbit. After painstakingly poring over every Act of Congress from 1836, we have been able to precisely identify the Act and its implications. When Josiah Drake entered this book into the Clerk's Office in the Federal District Court of Massachusetts, he fulfilled the obligations of the Act of Congress.
